Germany to Unify E-Invoicing Platforms Ahead of 2027 Mandate

Since January 1, 2025, all VAT-registered businesses must be able to receive structured e-invoices for domestic B2B transactions, with the obligation to issue such invoices set to follow on January 1, 2027. In parallel, the government will merge its two federal e-invoicing platforms—ZRE and OZG-RE—by the end of 2025, designating OZG-RE as the single federal system for receiving supplier invoices.
Merger of ZRE and OZG-RE: A Major Milestone
In a significant move aimed at reducing administrative complexity, Germany will merge its two federal e-invoicing platforms—ZRE and OZG-RE—by the end of 2025. The OZG-RE platform will emerge as the single federal hub for receiving e-invoices directed at government authorities.
This consolidation will roll out gradually, with the first group of federal authorities migrating to OZG-RE by June 20, 2025. The ZRE platform will be fully decommissioned by December 31, 2025. Businesses using the Peppol network need not take action—routing IDs will transfer automatically. However, users of the ZRE web portal must proactively register on OZG-RE to ensure continuity.
To support a smooth transition, the Ministry of the Interior (BMI) will soon publish a detailed migration timeline, and suppliers will receive direct communication from their federal clients regarding their onboarding process.
A Step Toward Simplification and Compliance
By centralizing federal invoice reception through OZG-RE, the German government aims to reduce friction for suppliers, enhance data transparency, and ensure robust compliance with EU standards.
